CDTI Innovación participates as a funding agency in the third joint transnational call for research and innovation projects under the European Partnership for a Sustainable Blue Economy (Sustainable Blue Economy Partnership – SBEP)

The Sustainable Blue Economy Partnership (SBEP) is a European co-funded partnership under the Horizon Europe program, whose goal is to drive the transition towards a climate-neutral, sustainable, productive, and competitive blue economy by 2030.

This initiative brings together a network of 60 institutions from 25 countries, in addition to the European Commission, pooling efforts to coordinate research and innovation investments and align national programs at the pan-European level. It also takes into account the dimension of the main sea basins – the Mediterranean, Black Sea, Baltic Sea, and North Sea – as well as the Atlantic Ocean.

2025 Call

The 2025 call has an estimated budget of €44.3 million with the participation of 38 funding organizations from 28 countries (20 EU Member States, 5 Associated Countries, and 1 Third Country), including Spain through the Agencia Estatal de Investigación (AEI) and CDTI Innovación.

This third call is also aligned with the objectives of the United Nations Decade of Ocean Science for Sustainable Development and seeks to promote sustainable solutions that support the green and digital transitions in ocean-, sea-, and coastal-related economic activities.

Projects must address one of the five priority areas defined in the call:

  • Digital Twins of the Ocean at sub-basin scale
  • Transition of blue economy sectors and development of multi-use marine infrastructures
  • Smart sea-use planning and management in the face of climate change
  • Marine bio-resources: sustainable fisheries and aquaculture, and new biological products
  • Resilient coastal communities and businesses

Proposals must be submitted by international consortia formed by entities from at least three participating countries. To facilitate consortium building, a dedicated partner search tool is available.

It is recommended that proposals cover at least two European sea basins among the following: Baltic Sea, Black Sea, Mediterranean Sea, North Sea, and Atlantic Ocean. They may also include European regional seas such as the Adriatic, Aegean, Arctic, Barents, Celtic, etc.

Special emphasis will be placed on the participation of social and economic actors (SMEs, authorities, and civil associations) as full or self-financed partners, in order to strengthen the impact and applicability of the results.

CDTI Innovación funding support

CDTI Innovación will provide grants to Spanish companies, with funding tailored to the project’s eligible costs, the characteristics of the beneficiary, and budget availability, covering up to 70% of eligible project costs.

Submission of proposals

The call will be open from September 15 to November 17, 2025.

Each Spanish company participating in a consortium must submit a preliminary PAR application through CDTI Innovación’s electronic portal by November 17, 2025. This application consists of an online form accompanied by a technical report in Spanish describing the company’s R&D activities and budget within the international proposal.
