The Basque Government allocates €54 million to promote the transformation and diversification of SMEs
Through the Dibertsifika programme, which brings together the former Indartu and Gauzatu Industria support schemes.
The programme forms part of the first package of measures under the Basque Industrial Shield launched by the Basque Government in response to the main needs expressed by the Basque industrial sector in light of the conflict in the Middle East.
It supports productive investments aimed at diversifying SMEs into new business lines, products, services and markets. These investments are expected to drive growth and improve companies’ productivity and competitiveness.
In total, the Basque Government will allocate €277 million in aid to SMEs.
The Department of Industry, Energy Transition and Sustainability of the Basque Government will invest €54 million to boost investments by Basque SMEs, enabling them to expand their production capacity, open new business lines, or access new sectors and markets.
The Basque Government has made these grants available to SMEs through the Dibertsifika programme, which consolidates the previous Indartu and Gauzatu Industria programmes.
Under Dibertsifika 2026, support will be provided for productive investments aimed at diversifying business activity into new lines, products, services and markets, as well as investments that promote growth and improve productivity and competitiveness.
The launch of the Dibertsifika programme is part of the first package of measures under the Basque Industrial Shield announced last week by the Basque Minister for Industry, Energy Transition and Sustainability, Mikel Jauregi.
Through these measures, the Basque Government seeks to respond to the main needs raised by representatives of the Basque industrial sector within the Industrial Defence Group, in order to address the consequences of the conflict in the Middle East.
Specifically, the Basque Government has allocated €1.047 billion to these measures, representing a 51.4% increase (€87 million additional), including support for the transformation and diversification of SMEs. In total, €277 million will be allocated to SME support.
In the face of geopolitical and trade uncertainty, the Basque Government is supporting SMEs in diversifying their products, services and markets. This includes increased support for expansion into new markets to ensure that the Basque Country remains strongly export-oriented. Aid will also be granted to support diversification into high-growth sectors and the development of new productive capabilities.
Eligibility conditions
To access these grants, SMEs must be industrial companies or related service providers linked to industrial product-process activities, including logistics services (excluding transport). Investments must be carried out in the Basque Country.
Large companies must carry out their investments in the Extended Left Bank area of Bizkaia, including: Abanto Zierbena, Alonsotegi, Artzentales, Balmaseda, Erandio, Galdames, Güeñes, Karrantza Valley, Muskiz, Ortuella, Portugalete, Santurtzi, Sestao, Sopuerta, Trucios, Trapagaran, and Zierbena.
Agri-food companies are also eligible for these grants.
Grants will be awarded through a competitive process, with a maximum limit of €1 million per company or business group. Aid intensity will be: 10% for large companies, 15% for medium-sized enterprises, and 20% for small enterprises.
