Euskadi launches €250 million European renewable fuels hub under the Euskadi Industry Plan 2030
Euskadi has strengthened its position as a leading industrial and technological hub in Europe with the launch of the fourth Transformative Project under the Euskadi Industry Plan 2030: the Renewable Fuels Hub, an initiative backed by an initial investment of nearly €250 million over the next three years.
The project was presented at the Energy Intelligence Center (EIC) by Mikel Jauregi, Basque Government Minister for Industry, Energy Transition and Sustainability, and aims to position Euskadi at the forefront of renewable fuels development in Europe by integrating the region’s technological, industrial and scientific capabilities.
The hub, based at the Energy Intelligence Center, will drive the development of key technologies around synthetic fuels, advanced biofuels, CO₂-related solutions and renewable hydrogen. It is also closely linked to the first Transformative Project under the plan, led by ITP Aero, focused on next-generation aircraft engines powered by renewable fuels.
The initiative is led by Petronor, with the support of the Basque Government and the Provincial Council of Bizkaia, and will involve 51 companies — including 23 SMEs — along with the Basque Energy Cluster and four technology centres from the Basque Science, Technology and Innovation Network (RVCTI).
Of the total investment, €85 million will be allocated to R&D and technological development. The project is expected to create 300 direct high-skilled jobs and 900 indirect jobs, reaching a total of 1,200 new positions.
Mikel Jauregi highlighted that the project “represents the union of science, technology and industry” and showcases collaboration between leading companies and SMEs. Petronor CEO José Ignacio Zudaire emphasized the role of industry and public-private cooperation in driving decarbonisation.
Bizkaia’s Provincial President Elixabete Etxanobe stressed that the hub turns decarbonisation into an opportunity for new industry, technology and high-quality employment. Nortegas CEO Juan Villar underlined the creation of a real collaborative ecosystem, while H2Site highlighted its role in hydrogen-based industrial solutions.
The hub is designed as a tool to align industrial, energy and innovation policies, in line with the Euskadi 2030 Science, Technology and Innovation Plan, and is supported by a Renewable Fuels Technology Roadmap Euskadi 2030.
Overall, the four Transformative Projects under the plan mobilise more than €482 million in investment, of which €208 million is dedicated to R&D, and are expected to create over 3,102 high-quality jobs while engaging more than 90 companies across the Basque industrial ecosystem.
