The Council of Ministers has authorized collaboration between the Ministry of Agriculture, Fisheries and Food and the National Innovation Company (ENISA), under the Ministry of Industry and Tourism, to increase the Agroinnpulso line by €15 million. This line finances innovative startups and SMEs in the agri-food sector. This authorization renews the agreement signed between the two institutions in 2021, which will remain in effect until December 31, 2035.
The Ministry will contribute €15 million to ENISA, which will use these funds to provide participative loans to agri-food companies across the entire value chain with innovative and technology-based projects, both at early and growth stages. The Agroinnpulso line aims to enhance the competitiveness of these companies and promote the adoption of advanced technologies, especially those that generate quality employment in rural areas and contribute to the development of new products, processes, or services.
To date, 244 Agroinnpulso operations have been approved, totaling over €40 million, mobilizing €30 million from Next Generation EU funds and €23 million from the Ministry, to which the newly approved €15 million will now be added.
The agreement demonstrates the effectiveness of ENISA’s SME financing and its catalytic effect on private capital market development, largely due to the advantages offered by participative loans, designed to strengthen companies’ financial structures.
In addition to Agroinnpulso, the Ministry promotes technological entrepreneurship in the agri-food sector through other programs such as: AgroBank Tech Digital INNovation with CaixaBank; StartBEC with AINIA, focused on bioeconomy solutions; and Food (Tech) Challengers, in collaboration with the National Center for Food Technology and Safety. Initiatives such as the digital innovation hub La Vega Innova, in collaboration with Telefónica, provide testing spaces and entrepreneurship programs, with three editions already completed.
The Agroinnpulso line combines financing with technical support, incubation, real-world validation, and connections to investors or large companies, aligned with European priorities in digitalization, sustainability, and bioeconomy, aiming to make rural areas and the agri-food sector attractive spaces for technological innovation.
