The public company European Center for Business and Innovation of Navarra (CEIN) has been selected by the Financial Times as one of the best entrepreneurship centers in Europe. This is the first time CEIN appears in this ranking, compiled by one of the world’s most prestigious financial newspapers, placing 109th out of 180 centers selected.
In the words of its Managing Director, Uxue Itoiz, “this recognition highlights the work carried out at CEIN, where we have a business survival rate of over 80% for companies that go through our incubators.” Since its inception, CEIN has advised around 21,500 projects and helped establish 3,800 companies, many in strategic sectors for Navarra such as biotechnology, agrofoodtech, and digital industries. Last year alone, 414 projects were advised by this public company, which operates under the Department of Industry and Business Ecological and Digital Transition of the Government of Navarra. Of these projects, 90 were successfully incorporated as companies.
Itoiz also highlighted the strength of Navarra’s entrepreneurial ecosystem, noting that “we are the European region with the highest percentage of consolidated entrepreneurship, defined as businesses over three and a half years old. Specifically, this rate stands at 8%, above the national average of 6.8%.”
Currently, 45 companies are located in CEIN’s incubators, with offices in Noáin and the Agro-Food City of Tudela. “Our facilities are 90% occupied,” said Itoiz, who also announced that “this year we plan to expand the number of resident companies with the arrival of Hirugarrena, a new entrepreneurship space focused on the technology sector and knowledge transfer from universities.”

Its mission is to promote entrepreneurship in both innovative sectors aligned with S4 and traditional sectors. Currently, CEIN has open calls for its Digitech accelerator (for launching digital businesses) and Digitech ScaleUp (to support growth plans for technology and digital startups). These programs aim to help digital startups develop, whether participants only have a business idea or already operate a company and want to scale it.
