Spain’s Ministry of Industry and Tourism, through SEPIDES, has published the resolution awarding grants for comprehensive decarbonisation initiatives in the manufacturing industry under the Industrial Decarbonisation PERTE (Strategic Project for Economic Recovery and Transformation), as part of the Recovery, Transformation and Resilience Plan for 2026.

A total of €518 million in grants has been allocated to 17 industrial projects aimed at reducing greenhouse gas emissions and accelerating the transition towards a more sustainable and competitive industrial sector.

Among the beneficiaries are projects in sectors such as aluminium production, paper manufacturing and chemicals. Notable awards include €40.4 million to Aluminio Español in Lugo, €38.1 million to Unión Industrial Papelera in Barcelona, and €30.1 million to Evonik for decarbonisation initiatives within the chemical industry.

The cement sector received the largest share of funding, accounting for more than €300 million of the total allocation. The most significant awards were granted to Cemex in Tarragona, which secured €200 million, and Votorantim Cementos in León, which received €119 million to support the decarbonisation of their production processes.

The grants fall under Line 1 of the Industrial Decarbonisation PERTE, which is designed to support comprehensive industrial decarbonisation projects and help manufacturing companies reduce their greenhouse gas emissions through investments in innovative technologies, energy efficiency and low-carbon production processes.

With a total public investment of €3.17 billion, the Industrial Decarbonisation PERTE is expected to mobilise up to €11.8 billion in overall investment, increase industrial productivity by 10%, create approximately 8,000 jobs, and reduce carbon dioxide emissions by 13 million tonnes annually.

The programme forms part of Spain’s broader strategy to strengthen industrial competitiveness while advancing national and European climate objectives, supporting the transformation of energy-intensive sectors and accelerating the adoption of cleaner technologies across the manufacturing industry.
