The National Innovation Company (ENISA), a public entity attached to Spain’s Ministry of Industry and Tourism, will contribute to positioning Spain as a leading country in the development, scaling and industrialization of deep technologies. In this context, the National Deep Tech Strategy 2026–2030—designed as an overarching framework to coordinate public policies in areas such as science, innovation, industry, digitalization, defense and the ecological transition—recognizes ENISA as a key actor in advancing these objectives.

“The National Deep Tech Strategy establishes a shared architecture in which science creates, industry transforms, the economy scales, and the State coordinates. Within this ecosystem, ENISA plays an active role. To date, we have already financed 278 companies in the sector with close to €68.3 million in funding,” said Carolina Rodríguez, CEO of ENISA.

With a combined budget estimated at nearly €8 billion through 2030, the Strategy aims to strengthen the links between research, entrepreneurship, financing and public policy. Within this framework, ENISA contributes its expertise in supporting startups and innovative SMEs, positioning itself at the critical point where innovation becomes business.

“Through our profit-participating loans, we reduce barriers, build confidence, and help Deep Tech projects progressively integrate into the productive economy, creating the conditions necessary for scaling and attracting private investment,” Rodríguez added.

The Key Role of Public Financing

Public financing is essential for the development of the Deep Tech sector.

“These technologies require significant upfront investment, long development cycles and patient capital before generating economic returns. Yet they are precisely the technologies with the greatest potential to transform the productive model, create highly skilled jobs and strengthen the country’s strategic autonomy,” emphasized the CEO.

In this regard, the Strategy recognizes that ENISA’s financing model is particularly well suited to the needs of Deep Tech companies.

“Our financing instrument, thanks to its long grace periods and the possibility of being granted without collateral or guarantees, is especially attractive to Deep Tech companies, where technology maturation timelines and funding requirements typically exceed those of the average startup,” Rodríguez noted.

ENISA’s recognition within the National Deep Tech Strategy also reflects its role as Spain’s certifying authority for startups.

“Startup certification is a key tool for identifying and giving visibility to innovative companies, including those working on frontier technologies,” she added.

Through this work, ENISA reaffirms its commitment to innovation driven by impact, sustainable growth and the strengthening of Spain’s productive fabric.

“In doing so, we contribute to a collective effort to place Spain at the forefront of technological innovation,” Rodríguez concluded.

In addition, ENISA serves as the certification body for startups seeking to benefit from the tax incentives and special provisions established under Spain’s Startup Law, a pioneering piece of legislation in Europe designed to create a favorable legal environment for startup growth and success.
