The National Innovation Company (Enisa), a state-owned commercial company under the Ministry of Industry and Tourism, has consolidated its role as a key player in financing and supporting innovative Spanish SMEs.

"Enisa’s role as a financial instrument to strengthen the business fabric is fundamental. Its financing, scalable and tailored to the different growth stages of companies, has proven to be effective: in 2025, 514 participatory loans were granted, totaling €86.2 million," highlights Jordi Hereu, Minister of Industry and Tourism.

This fiscal year has been particularly significant: Enisa began managing its participatory loans through the new Recovery and Resilience Mechanism of the Recovery, Transformation and Resilience Plan (PRTR), funded with European Union resources. This change helped eliminate seasonality and ensure permanent fund availability.

"This measure has been very well received by the entrepreneurial ecosystem, generating a strong increase in demand: 67% more applications in December and, as of January 16, the same number as in the whole of January 2025. It is a clear indicator of the measure’s positive reception and impact," says Carolina Rodríguez, CEO of Enisa.

  • 376 loans granted to startups and SMEs totaling €65.3 million.
  • 59 loans under the Digital Women Entrepreneurs program, funded by the Ministry for Digital Transformation and Public Administration, totaling €8.7 million to support female entrepreneurship.
  • 58 loans under the AgroInnpulso program, funded by the Ministry of Agriculture, Fisheries and Food, totaling €9.3 million for the agri-food sector.
  • 21 loans under the Audiovisual and Cultural & Creative Industries program, supported by the Ministries of Digital Transformation and Culture, totaling €2.9 million.

Average loan amount: €179,364

  • Catalonia: 173 loans | €27.9 million (34%)
  • Madrid: 161 loans | €27.3 million (31%)
  • Valencian Community: 61 loans | €9.6 million (12%)
  • Andalusia: 35 loans | €5.9 million (7%)
  • Basque Country: 21 loans | €4.6 million (4%)
  • The remainder is distributed across other autonomous communities.

  • 209 companies (41%) with 2–4 employees
  • 113 companies (22%) with 0–1 employee
  • 86 companies (17%) with 5–7 employees
  • The remainder are companies with 8 to more than 55 employees

  • 341 companies (66%) aged 0–3 years
  • 126 companies (25%) aged 4–7 years
  • 47 companies (9%) over 7 years

Carolina Rodríguez also highlights that, “when a company obtains an Enisa loan, it gains more than just financing: it gains stability and room to grow. Our financing not only boosts business projects but also empowers the people leading them. What they receive is not just financial support: it is time, confidence, and it contributes to developing their talent and capabilities, consolidating their vision, taking measured risks, and advancing their professionalization.”

Startup certification
In addition to financing, Enisa continued in 2025 the process of certifying startups, allowing them access to the tax benefits under the Startup Law. To date, 1,929 companies have been certified
