Joining forces over time multiplies resources, innovation, and social impact. This is well understood by the National Innovation Company (Enisa), a public entity attached to the Ministry of Industry and Tourism, and the Spanish Entrepreneurship Observatory (OEE), which have been working together since 2018 to jointly promote entrepreneurial activity in Spain.

The best proof of their successful relationship is the renewal of their collaboration agreement. “This agreement sends a clear message to the innovation ecosystem about the importance of supporting entrepreneurial activity through our cooperation in research and dissemination,” explains Carolina Rodríguez, CEO of Enisa.

As highlighted by Ana Fernández Laviada, President of the Spanish Entrepreneurship Observatory (OEE), this synergy has a dual impact: “Having Enisa as an institutional partner ensures a clear picture of Spain’s entrepreneurial landscape, as well as the subsequent activation of policies that support entrepreneurial talent in our country.”

The importance of measurement

This new agreement between Enisa and OEE will consolidate information on Spain’s entrepreneurial ecosystem and facilitate its comparison with other economies. “We will carry out initiatives to energize the Spanish entrepreneurial ecosystem, as well as draft and monitor reports on specific issues related to business creation and growth,” says Fernández Laviada. “Relevant, reliable, and consistent data are essential in entrepreneurship because they enable informed decision-making and reduce uncertainty. Ultimately, what Enisa and OEE do is increase the credibility of our ecosystem both domestically and internationally,” concludes the CEO of Enisa.

Enisa is a public entity attached to the Ministry of Industry and Tourism whose mission is to support innovative and viable projects from Spanish startups and SMEs, facilitating their development and competitiveness in the global market.

It offers participative loans ranging from €25,000 to €1.5 million, without requiring collateral or guarantees beyond a solid project and the professional solvency of the management team.

In addition, it acts as a certifying body for startups wishing to benefit from the incentives of the Startup Law, a pioneering regulation in Europe.

In 2025, Enisa granted 514 loans totaling €86.2 million. The average financing operation amounts to around €167,000.

Historically, Enisa has provided 9,710 loans to more than 8,400 companies, with a total investment exceeding €1.5 billion.

Global Entrepreneurship Monitor (GEM) is an international project and consortium coordinated globally by the Global Entrepreneurship Research Association (GERA). Currently composed of national research teams from more than 60 countries, since 1999 it has been responsible for the most prestigious and comprehensive study on the state of entrepreneurship worldwide.
